The United Kingdom and other member states have blocked an attempt to put the United Nations in control of the Internet at a conference in Dubai this week.

The International Telecommunication Union (ITU) ? the UN?s agency for information and communications technology ? brought together representatives from around the world to try and agree on updating telecoms regulations that hadn?t been touched since 1988.

But representatives from the UK and US, as well as from Chile, Costa Rica, the Czech Republic, Denmark, Finland, Greece, Italy, Kenya, the Netherlands, New Zealand, Portugal and Sweden said they wouldn?t be able to sign up without discussing it first with their domestic governments.

Critics claim that giving equal rights to each state of the UN and putting one vote in each of their hands could lead to Internet censorship. High profile figures such as?Vint Cerf, one of the creators of the internet, and Sir Tim-Berners Lee, inventor of the World Wide Web, even said such regulations would be a threat to a free internet and standards should be left to the private sector organisations building the technology.

However, countries such as Russia, China and Saudi Arabia have said the current Internet governance framework allows the US to hold the rights to the naming and registration of addresses on the internet and puts control into select hands. They believe new regulations are now needed.

Rocket burn sets stage for dynamic moon duos' lunar impact

Dec. 16, 2012 ? The lunar twins of NASA's Gravity Recovery and Interior Laboratory (GRAIL) mission have each completed a rocket burn that has sealed their fate. The burns modified the orbit of the formation-flying spacecraft. Over the next three days, this new orbit will carry the twins lower and lower over the moon's surface. On Monday afternoon, Dec. 17, at about 2:28 p.m. PST (5:28 p.m. EST), their moon-skimming will conclude when a portion of the lunar surface -- an unnamed mountain near the natural satellite's north pole -- rises higher than their orbital altitude.

The maneuvers began at 7:07 a.m. PST (10:07 a.m. EST) Dec. 14 when the Ebb spacecraft fired its main engines for 55.8 seconds, changing its orbital velocity by 10.3 mph (4.6 meters per second). Sixteen seconds later, still at 7:07 a.m. PST, the Flow spacecraft began its maneuver, executing a burn 55.4 seconds in duration with a resulting change in orbital velocity of 10.3 mph (4.6 meters per second). The spacecraft were named Ebb and Flow by elementary school students in Bozeman, Mont., who won a nationwide contest.

Ebb and Flow are being sent purposely into the lunar surface because their low orbit and low fuel levels preclude further scientific operations.

"NASA wanted to rule out any possibility of our twins hitting the surface anywhere near any of the historic lunar exploration sites like the Apollo landing sites or where the Russian Luna probes touched down," said David Lehman, GRAIL project manager at NASA's Jet Propulsion Laboratory in Pasadena, Calif. "Our navigators calculated the odds before this maneuver as about seven in a million. Now, after these two successful rocket firings, there is zero chance."

The unnamed mountain where the two spacecraft will make contact is on the moon's nearside, near its north pole, in the vicinity of a crater named Goldschmidt. Both spacecraft will hit the surface at 3,760 mph (1.7 kilometers per second). No imagery of the impact is expected, because the region will be in shadow at the time.

Both spacecraft have been orbiting the moon since Jan. 1, 2012. The duo's successful primary mission yielded the highest-resolution gravity field map of any celestial body. Future gravity field models developed from data collected during the extended mission will be of even higher resolution. The map will provide a better understanding of how the moon, Earth and other rocky planets in the solar system formed and evolved.

JPL manages the GRAIL mission for NASA's Science Mission Directorate in Washington. The mission is part of the Discovery Program managed at NASA's Marshall Space Flight Center in Huntsville, Ala. Lockheed Martin Space Systems in Denver built the spacecraft.

Luck's comeback leads Colts past Titans 27-23

INDIANAPOLIS (AP) ? Indianapolis took a small step toward a far bigger goal Sunday ? making the playoffs.

All they need now is one more win.

With Chuck Pagano watching inside Lucas Oil Stadium for the third straight home game, and a sold-out crowd ready to celebrate, the Colts rallied behind Andrew Luck's stable play and Adam Vinatieri's strong right foot to rally from a 13-point halftime deficit for a 27-23 victory over the Tennessee Titans.

"It feels great," outside linebacker Dwight Freeney said. "Obviously, night and day compared to last year. The feeling around the locker room is tremendous, but that being said, by no means am I or are we satisfied with where we are."

That feeling could change soon.

Sunday's losses by Cincinnati and Pittsburgh put the Colts on the cusp of another remarkable milestone in this stunning turnaround season. With one win in their final three games, Indy (9-4) would become the second team in league history to lose 14 or more games one season and make the playoffs the next. Miami did it in 2008.

And shockingly, just getting in isn't all that's at stake for the Colts. There's still a long shot chance they could win the division ? if Indy sweeps its final three games, two against Houston, and the Texans lose either Monday night at New England or Dec. 23 against Minnesota.

But the Colts are so young, they're still trying to figure out all the nuances about this playoff chase.

"I'll talk to Reggie (Wayne), talk to coaches that have been there," Andrew Luck said. "They'll tell us how it is."

The hotshot rookie has spent the first 13 weeks showing everyone how good he is, and though the numbers weren't sensational Sunday, the result was pretty much the same.

Luck already has six fourth-quarter comebacks this season, one more than Ben Roethlisberger in 2004 and Vince Young in 2006 ? the highest single-season total by a rookie quarterback since the 1970 AFL-NFL merger. It came on the same day he passed Peyton Manning for the most yards passing by a rookie in Colts history and moved into second among all NFL rookies, trailing only Carolina's Cam Newton (4,051 in 2011). Luck has 3,792 yards with three games to play.

The milestones don't end with Luck.

Wayne caught six passes for 64 yards and one touchdown, passing Andre Reed for 10th on the career receptions list. Wayne is at 956, five more than Reed. And Vinatieri added to his legacy as the NFL's best clutch kicker with the 53-yarder to give Indy the lead with 6:23 left and a 40-yarder to seal it with 3:48 to go.

Indy has now won a league-high eight one-possession games.

Winning this way is no big deal to the Colts.

"Everybody on the team ? offensively, defensively, special teams ? just plays football. They're not worried about the scoreboard too much, not worried about what's going on," Luck explained. "They're aware of the situations, and we just go out there and play football to the best of our abilities. It's just not overthinking all the situations."

If Tennessee (4-9) didn't understand that much before, they certainly do now, after another stinging defeat at the hands of the Colts.

A year ago, the 0-13 Colts derailed the Titans' playoff plans. In October, Indy did it again, rallying to force overtime, winning the coin toss and then running right down the field. It ended with Vick Ballard's twisting dive into the end zone.

This time, Tennessee could only blame itself.

Cassius Vaughn picked off Jake Locker and scored on a 3-yard interception return to give Indy a 21-20 lead late in the third quarter. Locker's second pick of the day set up Vinatieri's shorter field goal, and then came the biggest mistake of all.

With the Titans down four and 3:22 to play, Chris Johnson ran 6 yards for a first down. The problem: Coach Mike Munchak and Locker both thought Johnson had been ruled down short of the first down. After the chains moved, Locker ran a quarterback sneak for zero yards, then threw two incompletions and the Titans punted. They never got the ball back.

Locker was 22 of 35 for 262 yards with one TD and the two picks, but Munchak took the blame.

"We were in no huddle and we gave him the code word for a sneak because originally when he went down, it didn't appear that he had the first down," Munchak said. "Obviously, when they marked it, he already had the play and he just ran it. We were trying to contact him, but with all of the chaos, he just assumed that he still needed the first down."

Luck and the Colts had their share of miscues in the first half, including Luck's poor decision to throw the ball as he was being pulled to the ground. Will Witherspoon picked it off and ran it back 40 yards to give Tennessee a 17-7 lead late in the first half. Rob Bironas made it 20-7 with a 31-yard field goal in the final minute.

Indy rebounded in the second half, though.

Luck opened the third quarter by leading the Colts on a 14-play, 80-yard drive that ended with Delone Carter's 1-yard TD run. Luck finished 16 of 34 for 196 yards with one TD and two picks.

The game turned when Pat McAfee booted a 52-yard punt out of bounds at the Titans 1 and Vaughn jumped in front of Nate Washington and picked off the pass as he dived into the end zone.

All Tennessee could muster after that was a 25-yard field goal from Bironas, while Luck and Vinatieri did their usual thing and put the Colts on the verge of the playoffs.

"That's him. He's resilient," interim coach Bruce Arians said of Luck. "I can't say enough about him because I think that's what separates him from the young quarterbacks is the ability to overcome bad plays."

NOTES: Titans receiver Kenny Britt had a season-high 143 yards on eight catches, while Johnson ran 19 times for 44 yards. ... AIG to Sell Off International Lease Finance Corporation

(AIG) confirmed Friday that it is in discussions to sell a 90 percent interest in International Lease Finance Corporation (ILFC) to an investor group led by New China Trust Co. Ltd., New China Life Insurance Co. Ltd. and P3 Investments Ltd., together with China Aviation Industrial Fund and an investment arm of ICBC International.

AIG has consistently stated that ILFC is a non-core asset. Any possible transaction involving ILFC would be subject to required regulatory approvals,?including those in the U.S. and China, and customary closing conditions.

Merida, December 8th 2012 (Venezuelanalysis.com) ? Tonight President Hugo Chavez announced on public television that he will return to Cuba to receive surgery for new malignant cells, and that vice-president Nicolas Maduro will be in charge during his absence.

Chavez said that?the Cuban doctors?informed him that the area where he has previously been affected will need to be operated on again, as new malignant cells have appeared.

?Another operation is absolutely necessary... in the next few days, actually the doctor told me it should have been yesterday,? he said.

He also said that ?there are always risks in processes like this? and that ?if anything happens to me that hinders me [from performing as president]?, Maduro is his preference to replace him.

According to the Venezuelan constitution, article 234, temporary absences of the president are substituted by the vice-president for up to 90 days, a period which is renewable by the national assembly. If something serious happens to the president, obliging him or her to abandon his or her position within the first four years of the six year term, new elections must be held.

Chavez?s new term begins on 10 January, and elections would be called within 30 days, were something happen to cause him to leave office.

Stressing that ?this revolution doesn?t depend on one man?, Chavez requested the people vote for Maduro under such a circumstance.

?If such a scenario were to occur, I ask you from my heart that you elect Nicolas Maduro as constitutional president of the republic,? he said, explaining that after the 7 October presidential elections, he repeated medical tests, and ?everything came out fine?.

?However, [there was] some inflation, some pain, as a result of the efforts involved in campaigning and the radiotherapy treatment... and we started to pay attention... and during this process [of medical examinations] it was decided to perform the hyperbaric oxygen treatment?.

Chavez returned from Cuba to Venezuela early yesterday morning after receiving that treatment, which is regularly used to help heal tissues damaged by radiation therapy.

However, while in Cuba, ?because of certain symptoms, we decided to conduct more exams, another revision, an exhaustive one,? Chavez explained.

Nevertheless, Chavez also expressed ?complete faith? in his recovery, saying,??God willing, like the last two times [he was operated on], we will be victorious in this new battle?.

?If there?s anything I would insist upon in this new situation, this new battle... is on strengthening national unity, unity of all the popular [grassroots] forces,? the unity of all revolutionary forces... my beloved militancy, allied parties, revolutionary currents, unity, unity, unity,? he said, perhaps in light of the state elections to be held in one week.

?I say that because the adversaries, the enemies of the country don?t rest, and won?t rest, [they?ll continue] creating intrigue, trying to divide, and above all, taking advantage of circumstances like this.?

One Venezuelan activist commented to Venezuelanalsysis.com in reaction to the news, ?Some people [ the opposition] celebrate, because they think that Chavez is a person... Chavez is a movement, an idea, we are millions who are ... prepared to struggle?.

(AP) ? The British hospital that fell victim to a prank call from two Australian DJs asking questions about the pregnant Duchess of Cambridge condemned the hoax on Saturday, as the radio station behind the prank tried to defend itself against rising anger a day after the nurse who took the call was found dead.

The body of Jacintha Saldanha, 46, was found early Friday at nurses' housing provided by the London hospital where Prince William's wife, the former Kate Middleton, was being treated for acute morning sickness this week.

Police have made no connection between her death and the prank call, but people from London to Sydney have been making the assumption she died because of the stress.

The DJs have apologized for the hoax and taken the show off the air, but station 2day FM was forced to yank its Facebook page after it received thousands of angry comments and complaints have reportedly flooded into Australia's media regulator.

Rhys Holleran, CEO of 2DayFM's parent company Southern Cross Austereo, said the hosts were shocked and devastated by news of Saldanha's death.

"This is a tragic event that could not have been reasonably foreseen and we're deeply saddened by it," Holleran said during a news conference in Melbourne on Saturday. "I spoke to both presenters early this morning and it's fair to say they're completely shattered."

Greig and Christian have been offered counseling, Holleran said.

"These people aren't machines, they're human beings," he said. "We're all affected by this."

Holleran would not say who came up with the idea for the call, only that "these things are often done collaboratively." He said 2DayFM would work with authorities, but was confident the station hadn't broken any laws.

Lord Glenarthur, the chairman of King Edward VII's Hospital, wrote the chairman of the radio station's owner, saying the consequence of the prank "was the humiliation of two dedicated and caring nurses who were simply doing their job tending to their patients."

"The longer term consequence has been reported around the world and is, frankly, tragic beyond words," he wrote in the letter.

Police released a grainy photo of Saldanha on Saturday. A native of India, she had lived in Bristol in southwestern England with her family for the past nine years, Scotland Yard confirmed.

Police said her death is being treated as "unexplained," though they said they didn't find anything suspicious. A coroner will make a determination on the cause next week.

Flowers were left outside the hospital's nurses' building. Attached to the red, white and blue flowers, a note read: "Dear Jacintha, our thoughts are with you and your family. From all your fellow nurses, we bless your soul. God bless."

Britain's Press Association reported she had a partner, Benedict Barboza, and a teenage son and daughter. In a statement, Saldanha's family said they were "deeply saddened" by the death and asked for privacy.

"She was a lovely, lovely person who always spoke to you when you saw her in the street," neighbor Mary Atwell told the agency. "She fitted in well around here, they all did. They've lived here for at least 10 years and were very quiet and pleasant."

During the call, a woman using the often-mimicked voice of Britain's monarch asked about the duchess' health. She was told by the second nurse who took the call from Saldanha that the duchess, the former Kate Middleton, "hasn't had any retching with me and she's been sleeping on and off."

The Australian Communications and Media Authority, which regulates radio broadcasting, says it has received complaints about the prank and is discussing the matter with the Sydney-based station, though it has not yet begun an investigation.

The station has a history of controversy, including a series of "Heartless Hotline" shows in which disadvantage people were offered a prize that could be taken away from them by listeners.

St. James's Palace, the office of the duchess and her husband Prince William, expressed sadness at Saldanha's death, but insisted it had not complained about the hoax. King Edward VII's Hospital said it did not reprimand Saldanha, nor had plans to discipline her.

Officials from St. James's Palace have said the duchess is not yet 12 weeks pregnant. The child would be the first for her and William.
