BEIRUT (AP) ? A Syrian activist group reported Monday that 138 people have been killed across the country, about half of them in the embattled opposition stronghold of Homs. A team from the Syrian arm of the Red Cross delivered aid to one of the city's most dangerous neighborhoods after days of trying to reach the area.
The activist group did not say whether all 138 died on Monday or were killed over the past few days. Many of the casualties were believed to be from the rebel-controlled Baba Amr neighborhood of Homs, which the Syrian Arab Red Crescent entered late Monday. Also in the neighborhood are two wounded journalists along with the bodies of two of their colleagues who were killed last week. European and American diplomats and aid workers have been trying desperately to find a way to evacuate them.
Homs has been under siege for nearly four weeks, making it impossible for rescue workers to get to the wounded and for families to bring their injured and dead to the hospital or aid stations.
The high death toll reported by activist group the Local Coordination Committees is sure to add to the already intensifying pressure on authoritarian President Bashar Assad to give up power.
Representatives of more than 60 countries met in Tunis last week trying to forge a unified strategy to push Assad from power. They began planning a civilian peacekeeping mission to deploy after the regime falls. And the European Union imposed new sanctions on Syria Monday.
But Russia has been stubbornly vocal in its opposition to any outside interference in Syria's affairs.
Putin warned Monday against military intervention in scathing criticism of the West as he laid out his foreign policy priorities less than a week before Russia's presidential election.
Putin said the West had backed the Arab Spring to advance its interests in the region, and that instead of promoting democracy the revolts had given rise to religious extremism.
In Damascus, a Syrian official accused the West of trying to destabilize the country for its own gain and warned that the opposition that militarizing is a big mistake that will backfire.
Foreign Ministry spokesman Jihad Makdissi told The Associated Press in a rare interview in the Syrian capital that dialogue among all parties is the only way to end the conflict. Activists groups said Monday that the death toll for 11 months of unrest has now surpassed 8,000 people.
"The West took advantage of the awakening of the Syrian street. Instead of helping Syria to overcome this painful crisis, they are using this to hit the stability of Syria for other geopolitical reasons," he said.
The diplomatic pressure on Syria comes as the humanitarian and security situation on the ground has deteriorated rapidly. The Local Coordination Committees, said 64 of the people who were reported dead on Monday died while trying to flee shelling in the Homs neighborhood of Baba Amr when they were killed at a security checkpoint in the city's Abil area.
The dead included three women, three children and four soldiers, the group said. It did not specify whether the soldiers had defected to the opposition.
It said 47 of the bodies were found between the villages of al-Ghajar and al-Tanouna, and that 17 others were found north of the al-Shindakhiyeh dam. All of those areas are in central Syria, near Homs, which has taken a central role in the Syrian uprising.
A second activist group, the Britain-based Syrian Observatory for Human Rights, said 68 bodies had been brought to the hospital in Homs and that they were found between the villages of Ram al-Anz and al-Ajriyeh.
The group said it had unconfirmed reports that the dead were families that been killed by security forces while fleeing the city and called for an investigation.
The two accounts could not be immediately be reconciled, and the death tolls could not be independently verified.
Some of the worst fighting in Syria's nearly one-year-long conflict has come in Homs, where residents have been bombarded by Syrian government forces for nearly four weeks.
Two western journalists were killed in government shelling in Homs last week, and two other journalists injured.
Poland said Monday its diplomats are working with U.S., British and French authorities to evacuate the two reporters ? Edith Bouvier of France and Paul Conroy of Britain ? as well as the bodies of American Marie Colvin and Frenchman Remi Ochlik, who were killed in the same attack.
French President Nicolas Sarkozy accused Syrian authorities of assassinating Colvin and Ochlik by targeting a makeshift media center where they were killed.
"When the Syrian army fires shells several times on a building that they perfectly well knew was a press center ... it's an assassination," he said during an interview with RTL.
Syrian officials announced the results of a referendum on a new constitution held Sunday. Authorities lauded the new charter as a step toward political reform, but the U.S. and its allies have dismissed the vote as a "farce" meant to justify the regime's bloody crackdown on dissent.
Syrian state TV said 89 percent of eligible voters approved the new document, while nine percent rejected it. It put turnout at 57 percent of Syria's 14.9 million eligible voters.
Syria's main opposition groups boycotted the vote, and violence elsewhere prevented polling.

Feb. 22 (Bloomberg) ? Construction hiring is picking up as Americans invest in renovating their homes amid signs that the worst of the housing-market declines may be over.
The number of people working in residential remodeling grew 5.8 percent in December to 250,700 from a year earlier, based on preliminary data released Feb. 3 by the Bureau of Labor Statistics. This was the highest growth for these jobs ? which account for about 5 percent of construction employment ? since December 2006, before the housing bubble burst.
Sales of existing homes, which rose 4.3 percent in January, precede spending on improvement projects by about six months, as new owners often do a lot of ?fix-ups? soon after they move in, said Kermit Baker, a senior fellow at Harvard University?s Joint Center for Housing Studies. That means there?s now a ?strengthening market? for this work, buoyed by demand that?s more discretionary in nature ? such as minor kitchen remodels ? - and mild winter weather in much of the U.S.
?More remodeling projects are going to create more jobs in the construction industry,? said Baker, who also is the chief economist for the American Institute of Architects.
Home Depot Inc., the world?s largest home-improvement retailer, echoed the optimism yesterday when it reported fourth- quarter net income that exceeded analysts? estimates. An increase in traffic and transactions among its professional customers is encouraging as ?they?re getting more jobs, more work,? Craig Menear, executive vice president of merchandising at the Atlanta-based company, said on a conference call.
Remodeling Projects
Fortune Brands Home & Security Inc. and Beacon Roofing Supply Inc. also have seen a pick-up in sales related to residential-remodeling projects, according to company reports.
Home improvement probably will bounce back the most this year since 2006, after spending fell as much as 20 percent during the three-year home-remodeling slump that ended in mid-2010, Baker said. Growth in the ?low-to-mid-single digits? may follow an estimated 0.8 percent last year, with total spending projected to be $112.4 billion in 2012, he said, citing the Cambridge, Massachusetts, center?s leading indicator of remodeling activity.
The index forecasts changes in the industry for the current quarter and subsequent three periods, using data including sales of existing homes, which rose to a 4.57 million annual rate in January, the highest since May 2010, the National Association of Realtors said today. December sales were revised down to a 4.38 million pace from 4.61 million.
Rising Construction Permits
Growth also is showing up in another index based on the number of construction permits filed, which rose 23 percent in December to 127.4 from a year earlier, according to Joe Emison, co-founder and vice president of research and development at BuildFax, an Austin, Texas-based real-estate data company.
Another driver for the rebound in contractor hiring comes from ?pent-up demand? by Americans who can?t afford to move, said Ellen Zentner, a senior economist at Nomura Securities International LLC in New York. She was among the top-ranked forecasters of nonfarm payrolls as of Feb. 1, according to data compiled by Bloomberg.
?If you can?t sell your home, may as well make the box you live in better,? she said.
The rebound ?makes sense? because BuildFax?s data captures all work that requires a hired contractor, which accounts for about two-thirds of such projects, Emison said. Amid a ?glut of bad homes? on the market, and with homeowners worrying their properties are undervalued, ?people may be stuck in their existing homes for a while.?
Vinyl-Siding Sales
Remodeling projects represent ?almost all? Beacon Roofing Supply?s current sales of vinyl siding, windows and doors, which are more-discretionary purchases, Chief Financial Officer Dave Grace said on a Feb. 9 conference call. As the economy continues to expand, owners will ?start spending on their homes,? he said.
Similarly, Fortune Brands is forecasting ?slight improvement? in its repair and remodel business this year, Chief Executive Officer Christopher Klein said on a Feb. 1 conference call. The market for this segment and new housing construction will grow 3 percent in 2012 from 2011, the Deerfield, Illinois-based company forecast when it released fourth-quarter earnings that day.
?Recent modest improvement in the U.S. economy and the unemployment rate, coupled with some pent-up demand in home improvements, seems to be supporting modest growth in remodel activity,? Klein said.
Falling Jobless Rate
The U.S. jobless rate fell to 8.3 percent in January from 8.5 percent the prior month to the lowest level since February 2009, marking five consecutive months of declines. Meanwhile, payrolls climbed 243,000, the most in nine months, exceeding the most optimistic forecast in a Bloomberg News survey.
Consumer confidence strengthened to minus 39.8 in the week ended Feb. 12 from minus 41.7 the previous week, as measured by the Bloomberg Consumer Comfort Index. That?s the highest in a year and more than 13 points above a nearly two-year low of minus 53.2 in October 2011.
Still, there may be some slowing before remodeling activity picks up, based on the Harvard indicator, which suggests acceleration may occur later this year, and the BuildFax index, which has fallen nearly 20 points since peaking in October.
Behind Prerecession Levels
Contractor-hired work also has a long way to go to reach prerecession levels, as the number of residential remodelers lags behind the September 2006 peak by more than 76,000, Labor Department data show. Government figures may underestimate the size of this industry because they track workers on payrolls, and about two-thirds of home-improvement businesses consist of self-employed people, Baker said.
Even so, the revival in residential remodeling seen last year probably will continue, which is encouraging for people in this industry, Zentner said.
?An increase in these jobs should precede a broader recovery in housing,? she said. ?We have a bit of strengthening that does appear to be legitimately returning.?

Federal judge deals blow to Jordan in ad lawsuit (AP)
CHICAGO ? A federal judge has struck a blow to Michael Jordan's lawsuit against a Chicago-area supermarket chain over a magazine ad three years ago.
U.S. District Judge Gary Feinerman ruled that the ad by Jewel-Osco was "noncommercial speech" and protected by the First Amendment.
Jordan sued the chain over the ad that appeared in Sports Illustrated when he was inducted into the Basketball Hall of Fame.
The former Chicago Bulls star contends the ad infringed on his trademark and business interests.
Jordan's attorney, Fred Sperling, tells the Chicago Tribune ( http://trib.in/wvKbJ2) that they disagree with the ruling.
A Jewel-Osco spokesman says the company is "pleased."
Both sides will file briefs next month.
A similar lawsuit that Jordan filed against Dominick's Finer Foods LLC over an ad in the same magazine is pending.

BMW, Union in Court over Cap on Temp Hires

Feb. 14 (Bloomberg) -- Bayerische Motoren Werke AG is taking its drive for record output to court after labor representatives opposed hiring more temporary employees, in a rare clash between the carmaker?s management and the shop floor.
The world?s largest maker of luxury cars employs about 1,100 workers without longer-term contracts at its Leipzig factory in eastern Germany, or almost 30 percent of the total. Labor representatives refused to support a new round of temporary contracts, saying the practice creates a two-tier system of employees. A first court hearing on the issue is scheduled for tomorrow.
?It?s clearly unusual for BMW to have such an argument in public,? said Juergen Pieper, a Bankhaus Metzler analyst in Frankfurt. ?BMW wants to protect its well-paid core staff, and the last crisis showed the importance of flexibility.?
The confrontation underscores German companies? push to make their workforce more nimble, in a country where rigid labor laws make hiring and firing protracted processes. Munich-based BMW aims to sell more than 2 million vehicles by 2020 from a record 1.67 million last year, as it seeks to maintain its lead over domestic rivals Daimler AG and Volkswagen AG?s Audi unit.
Jochen Mueller, a spokesman for BMW in Leipzig, said temporary workers are paid the same base salaries as long-term employees, and the mix gives the carmaker more flexibility. Jochen Frey, another BMW spokesman, said permanent staff last year got a bonus worth close to a month?s salary, which temps did not get. He said that bonus varies with corporate profit.
Permission Denied
The Leipzig factory assembles the 1-Series and X1 sport- utility vehicle and produced 186,800 units in 2010. BMW gave about 170 temporary workers in Leipzig permanent contracts in 2011 because of strong demand, and the company is spending 400 million euros ($529 million) to expand the facility.
BMW plans to hire another 350 people permanently at the factory this year and welcomes applications from current temps, Mueller said.
German companies with more than 20 workers require approval from employee representatives when hiring. Should the court in Leipzig side with the employees? decision to refuse backing the hiring, BMW will need to consider ?alternatives,? Frey said, without elaborating.
Employing temporary workers can help lower labor costs, which stood at 43.76 euros per hour in 2010 in the automotive industry, according to data from Germany?s VDA carmakers? association. That?s 58 percent higher than in the U.S., and almost six times higher than in neighboring Poland. BMW had 11,000 subcontracted employees among its 100,389 workers as of Sept. 30.
Around the Corner
?They tell us the next crisis is just around the corner, so they need temps in order to be able to cut staff quickly and cheaply,? Jens Koehler, who heads the works council at BMW?s Leipzig plant, said. ?We don?t agree with that.?
In the economic downturn after 2008, German companies responded with shortened workweeks, which was credited with avoiding major layoffs and helping kick-start production once demand rebounded. Daimler reduced hours of about 120,000 people, almost its entire German workforce.
Airbus SAS said Feb. 13 that it will cap the use of contract workers at 20 percent starting this year, and that 300 people from that pool will have the option of taking full-time employment. German labor law stipulates that temporary employment must be transient, while there is no definition for a maximum time period. Some BMW employees have been temps at the carmaker for years, the union said.
Temporary workers are more flexible because they are employed by an agency and can be removed when demand slackens. The workers often don?t get additional compensation for night shifts, Christmas and vacation pay or one-time bonuses, according to the IG Metall metalworkers union, which represents large parts of Germany?s manufacturing workers, including those working at automakers.
?Had It?
?We?ve had it up to here with temps; we?ve been deceived,? said IG Metall Chairman Berthold Huber. ?What?s happening is shameful and abusive, and we?ll no longer tolerate it.?
BMW has historically maintained a cooperative relationship with its workforce, stemming from the company?s rescue from near collapse in 1959. At the time, union officials played a key role in encouraging Herbert Quandt, whose descendants still control the carmaker, to thwart a takeover from Daimler-Benz.
Workers have more clout in Germany than in other countries because they are represented in the highest echelons of company management. Every supervisory board of publicly traded companies is evenly split between representatives for management and employees.
That system, unique to Germany, gives works councils and union members more sway over strategy, hiring and firing, as well as pay of senior executives. Huber sits on supervisory boards including Volkswagen, Audi and Siemens AG, Germany?s largest engineering company.
Falling Unemployment
Germany?s car industry has rebounded from the crisis years. Daimler exceeded analysts? estimates last week with its profit target for 2012, propelled by record demand for Mercedes-Benz brand cars. Chief Executive Officer Dieter Zetsche has vowed to retake the luxury-car lead from BMW after slipping last year to third behind Audi. BMW reports earnings on March 13, a day after Volkswagen.
The car industry accounts for about 15 percent of Germany?s gross domestic product. Germany?s VDMA machinery industry association, which represents the country?s largest manufacturing segment, estimates the ratio of subcontracted workers on manufacturers? payrolls stands at 6 percent, twice the amount in 2005.
With unemployment at a two-decade low and employment numbers hitting records, the number of subcontracted workers in Germany swelled to about 930,000 last year, Adecco SA, the world?s largest staffing company, estimates.
Subdued Demand
German executives at companies including Siemens have cautioned of subdued demand in 2012 as Europe continues to grapple with the fallout from the sovereign debt crisis that is weighing on consumer sentiment. Siemens predicted last month that the region may enter a recession.
Plant and machinery orders in Europe?s largest economy dropped 12 percent in November, the first annual decline in almost two years, and slid 10 percent in December, VDMA said. Companies including Siemens, Nokia Siemens Networks, and Heidelberger Druckmaschinen AG have announced thousands of job cuts in Germany in recent weeks.
Each time a company cuts jobs, temporary workers are typically among the first to go, said IG Metall Vice Chairman Detlef Wetzel.
?When the crisis hits, the number of temps will drastically be reduced,? he said. ?Their assignments will simply be canceled.?

Chemo During Pregnancy Doesn't Seem to Harm Baby (HealthDay)
THURSDAY, Feb. 9 (HealthDay News) -- A new study finds that the babies of women who had chemotherapy while pregnant aren't at higher risk for a variety of medical disorders, a sign that the treatment should be safe for the fetus in most instances.
There's a caveat: babies born to pregnant women who had chemotherapy were more likely to be born prematurely, potentially putting them at risk for impaired brain development, which can cause problems with memory, thinking and learning skills.
Still, the findings are "very good news," said maternal-fetal medicine specialist Dr. Elyce Cardonick, who wrote a commentary accompanying the study.
"No pregnant woman likes to choose between treating themselves and protecting the baby," said Cardonick, who works at Cooper Medical School of Rowan University in Camden, N.J. "They don't have to choose. By making themselves healthy, they're helping the baby."
An estimated one in 1,000 pregnant women have cancer, Cardonick said. In some cases, doctors recommend that the women undergo abortions. But chemotherapy is an option.
Typically, doctors only treat the women outside the early stages of pregnancy and use older drugs that are "tried and true," Cardonick said.
Could chemotherapy harm the developing fetus? Previous research has suggested it won't, but researchers led by Dr. Frederic Amant, a gynecologic oncologist and assistant professor at Katholieke Universiteit in Leuven, Belgium, sought to understand whether the cancer treatment might affect babies after they are born.
In the new study, the researchers examined medical records and test results of 70 children whose pregnant mothers underwent chemotherapy. The children were followed for an average of 22 months and up to 18 years.
"The study is unique since this is the first time children were extensively examined over the long term," Amant said.
The investigators found that the children weren't at higher risk of heart, hearing or nervous system disorders, or general health and growth problems.
As to why the chemotherapy drugs do not reach the fetus and cause harm, Amant said the placenta acts like a filter, keeping most of the medications away from the fetus. Also, doctors avoid chemotherapy in the first trimester, when organs are in the early stages of development and especially vulnerable, Amant added.
The study is one of a series of articles about pregnant women and cancer published online Feb. 10 in The Lancet Oncology.
The other articles published in this issue report that:
- The current trend in medicine is to allow pregnancies to continue in women diagnosed with cervical or ovarian cancer. However, chemotherapy must not be used in the first eight weeks, and the pregnancies come with risks.
- Pregnant women with breast cancer can undergo both surgery and chemotherapy, all with the aim of a full-term pregnancy. The mother's disease outcome would not be improved by terminating the pregnancy.
- Blood cancer can cause complications in pregnant women, such as blood clots, that may lead to advice to terminate the pregnancy at an early stage to protect the health of the mother. But women in later stages of pregnancy may find it feasible to undergo cancer treatment while preserving the pregnancy.

At the recent Montr?al meetings, the Society for the Anthropology of Religion announced the 2011 Clifford Geertz Prize winner in the Anthropology of Religion.
The society thanks the prize committee, Maarit Forde, Janet Hoskins, Janet McIntosh, Doug Rogers, Catherine Wanner and Barbara Tedlock, as well as the prize coordinator, Aisha Khan, for their time and energies. This month we have words from our new SAR president, Janet Hoskins. Next month we will feature the winner?s acceptance speech.
Announcing the 2011 Clifford Geertz Prize in the Anthropology of Religion

The jurors carefully read, evaluated, and discussed all of the books submitted for this year?s prize. We are deeply impressed with the vitality of the anthropology of religion as a field, and with the wide array of theoretical and ethnographic approaches taken by these books. We have learned an enormous amount in this process, and we are grateful to all of the authors for sharing their impressive scholarship with us. Many of the books we considered deserve wide readership and will make lasting contributions to anthropology and neighboring disciplines.
We have decided to award the 2011 Clifford Geertz Prize to Amira Mittermaier for her terrific book Dreams that Matter: Egyptian Landscapes of the Imagination. In our discussion, jurors noted that Dreams that Matter was ?wonderful,? ?truly special,? ?a beautifully realized ethnography,? and that it ?has risen clearly above the rest.? We were looking for a combination of sophisticated theoretical analysis in the anthropology of religion and a vivid well-written ethnography that would be both compelling and illuminating.
Mittermaier examines dream interpretation in contemporary Cairo, against the background of the Gulf wars, in a context where Freudian ideas meet and blend with an Islamic tradition in which dreams are sought to derive from divine sources. The Islamic revival is examined from the perspective of individual subjectivity and practices, never divorced from politics or material consequences, but also focused on somewhat different goals. Looking at dialogues between television authorities, skeptical reformists, Sufi devotees of a charismatic shakyh and people who claim to have spoken directly to the Prophet Mohammed, she weaves a complex tapestry of modern Egyptian encounters with the dream world.
Mittermaier argues that, ?Dreams are not bubbles that float through the secular modern; they speak directly to, of, and within the modern. In this sense the perpetual attempts of the secular modern to erase its own dreamy sides attest not to the effectiveness of these attempts but to their ongoing failure.? So her exploration of the controversies surrounding dream interpretation leads into a new anthropology of the imagination, in which both the imagined and the real have to be rethought.
In this study, dreams are a lens into the complicated, messy and ongoing negotiation between ?Islam? and ?reality.? Since dreams cannot be directly observed, Mittermaier had to ?cultivate a mode of listening that does not presume to know better than my interlocutors what kind of experience the dream really is.? For believers, the dream is not a projection, but an encounter, ?the universe?s mode of self disclosure,? and thus a way to tune in to greater mysteries. Most chapters open with a casual conversation, first quoted and then explored at great depth, which follows a pathway along what Freud called ?the royal road? into the unconscious and the unknown, blending virtual realities and visionary ones in cyberspace and television broadcasts as well as religious sermons. Our own theoretical and analytical horizons are explored by placing them in dialogue with alternative models of the imagination.
Clifford Geertz was known for his lively and elegant prose, which attracted a much wider readership to anthropology, and Mittermaier?s book shares this literary grace?a feat that is especially impressive since she is not a native speaker of English. Born and raised in Germany, with an Egyptian mother and a German father, she navigates our journey into an unfamiliar dreamscape with the sure and lucid hand of a master stylist.
We have decided not to award an honorable mention in 2011.

3M to Demonstrate How Crimplok+ Connector Can Chisel Fiber ...
AUSTIN, Texas?(BUSINESS WIRE)?Attendees of the BICSI Winter Conference and Exhibition will have the opportunity to learn how the new Crimplok+ Connector from 3M can save them time and money on enterprise and fiber-to-the-home (FTTH) network installations without sacrificing signal performance or reliability.
